Jed Rubensfeld righty says that modernity has directed its inhabitants to live in the present, as if there alone could they find happiness, authenticity and freedom. Constant pressure to live in the present in the name of freedom, the “heartbroken, dreamless consumerism” that Westerners know and love so well, makes it hard for people to see that there is no dichotomy between “freedom from” and “freedom to”, and that their lack of capacity to see the link between the too could be potentially dangerous for their civic liberties. Philip Pettit’s conception of freedom as non-domination as opposed to freedom as non-interference is based on the assumption that freedom is not merely the enjoyment of a sphere of non-interference but rather the enjoyment of certain conditions in which such non-interference is guaranteed. The freedom of that agent is potentially limited even if the power to exercise arbitrary interference is presently unexercised.
