Diversity Management: Tool for Successful Accommodation of Ethnic Heterogeneity in the Western Balkans Countries

Diversity management can be understood as the broadest context for the management and regulation of ethnic relations and the protection of minorities. Since this concept is supposed to establish a normative and actual framework, and provide for democratic expression, reconciliation and coordination of all ethnic groups’ expressed interests and for the formulation of common interests, it can serve as a model that could be applied in all post-conflict situations where the inter-ethnic relations had been worsened as a result of the war. This paper will therefore attempt to check to which extent diversity management paradigm has been applied in the Western Balkans countries in the past two decades examining both domestic normative and international community’s conflict settlement solutions. In doing so, the paper will demonstrate that a successful diversity management implies simultaneous realization of human and minority rights, institution building and good governance. In addition to this, the paper will assert that effective diversity management might be realized only by achieving a ‘dynamic equilibrium’ in balancing individual and group related right.
