E-Government Policy and Implementation in Croatia
This paper discusses the adoption of e-government in Croatia. The paper stresses the importance of the relationship between the goals and objectives of e-government projects and the context in which these initiatives are undertaken. The study first presents a theoretical framework to examine the multiple factors influencing e-government initiatives. Case studies describing e-government implementation projects in two Croatian institutions (one Ministry and one local administration body) are analyzed and compared using this framework. As the results support the theoretical framework, these findings could be applied by researchers, public managers and practitioners in Croatia to reduce the risks in the implementation of e-government initiatives.
