Civil Society in Croatia – Developmental Challenges and Trends in Social Policy. Research results of the CIVICUS Civil Society Index in Croatia 2008-2010 project

Civil society organizations have been granted a more important role in social welfare production in the times of weakening of the welfare state. Moreover, it is found important in terms of articulating social needs, and direct policy-making, through cooperation with the state and other actors. In post-socialist countries, including Croatia, civil society and its possible contribution to positive social change was rediscovered in the early 1990s, although there was evidence of negative public perception of civil society in Croatia and mutual distrust between civil society and the government. Earlier Civil Society Index researches in Croatia identified some major weaknesses of the sector, but also stressed the factors that strengthen it. Thus, low level of networking, territorial disparities, lack of trust, inadequate representation in the media, inadequate cooperation with the government and poor impact on public policy-making seemed to undermine the functioning of the sector. On the other hand, the trend of raising corporate social responsibility, relatively generous financial support of the government to civil society organizations and respectable human capital in some organizations underpin the development of the sector, as well as its contribution to positive social change. The results presented in this paper will identify the trends of the development according to indicators used (such as: financial sustainability, transparency of work, intersectoral communication, impact on social policy-making etc.) and will show the most topical portrait of civil society in Croatia.
