Checking if treatment programs were matched with the results of risk and needs assessment
This research assesses whether institutional treatment programs for children and youth at risk to develop serious behavioural problem are based on the results of assessment of risk and treatment needs of these children and young people. The sample consists of 418 children and young people, age 9 to 22, 5 years, from 14 institutions (one correctional institution, three state residential group homes, seven community residential group homes, two children homes, and one institution for youth with multiple problems) in Croatia. Data was collected using Croatian version of two instruments: Risk Factor Questionnaire (Scholte, 1998) and Child Behaviour Checklist (Achenbach, 1991). Characteristics of children and youth were assessed by professional staff working in those institutions, who were trained how to complete the measures. The aim is to find out how five groups of programs differ regarding type and level of risk, as well as corresponding treatment needs. The starting hypothesis was confirmed in a sense that there are significant differences in assessed types and levels of risks of children/youth in different types of institutional treatments in Croatia. Paper discusses results as framework for policy recommendations.
