Globalization and Public Administration: One or More Ways?
The contemporary social processes have direct influence on the transformation of values and goals of the traditional administrative systems that were for a long time functioning in a relatively predictable and stable environment. The author analyses the process of globalization which has caused major changes in the character of the modern state and its administration. The article shows the direction of public administration development and designates the factors that influenced the caving in of the traditional public administration concept oriented towards democratic, legal, and social values and contributed to the creation and development of the contemporary doctrines, which range from the New Public Management (NPM) to good governance. Further, the article shows the applicability of managerial concept in different parts of the world: developed countries, Central and Eastern Europe, and developing countries. Although globalization and NPM has considerable influence on public administration models in numerous countries there is not one way to do it because historical, political, cultural and other particularity in each and all country, concludes author.
