Place of Analysis in the “Dynamic of Governance”: What can an Analyst do When a Sovereign Power Shapes Policy?
The problem of policy analysis as discourse analysis is explored in the context of different types of political power introduced by Michel Foucault in the 1970s. If political power shapes policy development, policy practices and discourses relevant for policy, then this clearly has implications for policy analysis. Using the example of Foucault’s sovereign power – not a legal category of international law, but an empirical type of power functioning that shapes policy and discourse – and penal policy development in early 1990s Croatia, during the war for independence, I sketch out how this type of power works in shaping policy and molding policy discourse.
