DEVELOPING PREVENTION POLICY IN CROATIA: MODEL OF COUNCIL FOR PREVENTION

United Nations Development Programme Croatia and Ministry of Interior of Republic of Croatia have developed a project “Support in enforcement of systematic crime prevention work and establishment of Crime Prevention Coordination Unit”. Project encourages the establishment of prevention coalitions, Councils for prevention in local communities in every city in Croatia. Research team from University of Zagreb, Faculty of Education and Rehabilitation Sciences was hired as an external consultant and evaluator and is implementing science-based principles of effective prevention. The goal of the project is the development of prevention policy whose owner is a local community. By working with two different prevention councils in Croatia, Cakovec and Split Council for Prevention, a case study of council for prevention was made. Science-based principles incorporated in Cakovec and Split are following the model and steps of widely accepted American model for community prevention: Communities that Care. Steps of Communities that Care model are needed for organization of community and are as follows: assessment of community readiness, need assessment and research, resources assessment, developing preventive priorities, preventive program implementation and program evaluation. First step encompasses training of the Council for Prevention coalition on basic science-based principles which have to be incorporated into preventive practice in order to make it effective. Main step is the development of intervention which can answer on assessed needs. Within UNDP and Ministry of Interior project, research team supports the local community to develop evidence-based preventive intervention. This paper will present all necessary steps that are needed for organization of community based prevention policy. Also, it will stress the benefits of collaboration between scientists and experts from practice for the development of prevention and present case studies of Cakovec and Split.
