Bologna changes between European and national: Lessons from Croatia.

In times when xenophobia is on the rise and when the EU is struggling to create European citizenship in its positive form, the education sector bears significant importance in the creation of European citizenship that will respect the core values of the founding declaration of the EU. The sector of higher education serves as one of the means for achieving European citizenship and respect of the core European values. Qualifications that result from education have direct impact on free movement of workers, services and freedom of establishment. However, Bologna implementation caused rage after implementation. This is because of unclear system of obtaining qualifications, much different from the old ones but also because of confusing values that it brought. It is argued that in Croatia, implementation of Bologna process created more divergence between learning outcomes and qualifications then before. On the other hand, Bologna is seen as a conflict of modern on traditional and this brought the conflict of values and the apparent identity crisis. The question is how the states responded to challenges brought before them on the eve of Bologna implementation (state actors) and furthermore, how collective actors (NGO and individuals) responded to changes Bologna brought? Also, what were the contributing factors that brought about more diversity? By focusing on policy analysis of Bologna changes in its European context and the main discursive topoi that run through the opposition reforms, the paper investigates how discourses on national and European identity are negotiated in Croatia.
