Setting Priorities in Building Maintenance in Transition Economies

Financial indicators of investments in the developed countries into the housing inventory show a growing gap between the funds invested in the construction of new buildings and funds invested in the maintenance of existing buildings. The funds dedicated for the maintenance of buildings more and more exceed the funds for construction. The developments in the construction industry and technology significantly enhance the possibility of successful repairs and reconstructions, increasing thus their value, durability and usability. Making decisions in the prioritisation process for the maintenance of buildings is becoming the subject of intense research, resulting in a number of priorities setting models applicable today. Historical, cultural, functional, and aesthetic values of the building are the starting criteria for the decision making models for prioritisation in maintenance. The model should be based on a consistent and unbiased weighing of the set criteria, so that other criteria - age of the building, viability of repair, feasibility of maintenance, feasibility of reconstruction, cost of reconstruction, location of the building etc. - should be included in the process as well. The formed cumulative index which defines the priorities in the maintenance of a building should incorporate as many criteria as possible, thus achieving greater objectivity in the decision making. This paper presents a model of making decisions in setting priorities in the maintenance of buildings, adjusted to the specific conditions in transition countries like Croatia. Historical circumstances and the geographical position of Croatia defines the criteria which are specific for Croatia.
