Energy Efficiency Policy
Energy not used is arguably the best, cheapest and the least environmentally damaging source of supply and nowadays the concept of "negawatts" in energy strategies world wide is being introduced as a new, significant source of energy. However, energy efficiency being typically demand side option is hard to implement and requires carefully defined approach, i.e. policy interventions are needed to fulfil existing potentials for cost-effective efficiency improvements. The task of policymakers is to design instruments to improve energy efficiency that are at the same time oriented towards cleaner environment, better standard of living, more competitive industry and improved security of energy supply. The paper discusses main pillars of successful policy making needed for energy efficiency market transformation.
