PSA in the Context of "Stress Tests"
With consideration to the accident which happened at the Fukushima Nuclear Power Plant, the European Council has recently declared that the safety of all EU nuclear plants should be reviewed, on the basis of a comprehensive and transparent risk assessments, referred to as “stress tests”. Those were defined as targeted reassessments of the safety margins of nuclear power plants in the light of the events which occurred at Fukushima: extreme natural events challenging the plant safety functions and leading to a severe accident. The paper discusses probabilistic safety assessment (PSA) for nuclear power plants, as nowadays existing, applied and specified in the relevant international PSA standards and guidelines, in the light of "stress tests". A PSA is a probabilistic risk assessment. A "stress test" is also considered to be a risk assessment, but deterministic in its essence. Types of PSA insights and results which can be used in "stress test" evaluation are pointed out and, also, possible implications of "stress tests" on the future of PSA are indicated.
