Issues related to the statutory regime of regulatory agencies in the Republic of Croatia
A decade ago regulatory agencies started to appear as a new form of legal subjects in the Croatian public sector. They were modelled upon the parallel agencies in the United States and some European countries, where those agencies act as public law entities, and by exercising public authorities perform regulatory or supervisory activities in some areas of human activity. This paper considers the ways in which different agencies in Croatia are founded, the organisational structures they have, the level of autonomy in their operation and whether as such they are able to properly perform their regulatory, executive and judicatory functions, which are commonly attributable to regulatory agencies in comparative law. The chapters are dedicated to statutory regimes applicable to individual regulatory agencies in Croatia, with special emphasis on the form in which they are established and their autonomous position within the system of public law entities.
