Political Economy of the Croatian Transformation
Economic transformation in Croatia has been intertwined with democratization through explicit or implicit social pacts. During the 1990s a social pact between government and citizens was based on political patronage, clientelism and minimum social security. The years 1999-2003 were characterized by political and social reshuffling without a stable socio-economic regime. The second social pact was introduced after 2003 and was based on the consolidation of the new property structure, rearrangement of clientelist networks and a high level of private consumption. The global financial and economic crises of 2008 has terminated the pact and introduced a period of unstable and volatile socio-economic conditions in Croatia.
