Encouraging the revival of Regional Planning practice in Croatia

Cities and regions are gaining increasing importance in European policies. They are identified as the key factors in the development within the framework of a new economic and political order, which implies a weakening of the influence of nation-states and the strengthening of global economic forces. The European Commission directs the structural funding towards reduction of territorial inequalities, and it is the regional level (often metropolitan region level) that is recognized as the most efficient level for programming and implementation of projects. The new importance of the region is accompanied by innovations in development planning which achieve a significant shift from the traditional model, which offers spatial organization, a network of connections and an overview of spatial constraints, toward a more complex model which determines what a region is and all that it can become, management models and social capacities that are to be engaged in implementation are being re-examined, and the economic and civil sectors are being mobilized in the discussion about development. The legally defined national system of regional (strategic) planning still hasn't recognized the role of spatial planners who, for their expertise and experience in integrating data and impacts of different disciplines as well as structuring and implementing public hearings, should have a significant role in the process. It is also clear that it will be necessary for spatial planners to adjust to the new system: monitoring of EU policies that directly or indirectly affect spatial development, mastering a new methodology for strategic planning and improvement of skills related to the partnership dialogue with stakeholders, and to some extent reviving the memory of multidisciplinary regional planning as it existed in Croatia up to the 1990s.
