The aim of this research is to define similarities and differences in the approach to the disabled by analysing The National strategy and legislative regulations for the disabled of surveyed countries. Defining key elements that result in medical care model for the mentioned population is also one of the aims of this research work. In this paper theoretical and historical causes on which traditional model of approaching the disabled are analysed. These approaches are based on the disability as an absolute category but also on trying different approach to the disabled that resulted in developing various paradigms and derivable models. Implementing qualitative and functional data analysis, care systems for the disabled have been evaluated in Germany, Czech Republic and Slovenia as EU members, and in Bosnia and Herzegovina and Serbia and transition countries. The existing care model in our county has been compared with the one in the above mentioned countries by using comparative analysis. The analysis indicated that the still prevailing traditional approach to the disabled is based on the medical model although all countries have prepared national documents where is clearly expressed the need for different expert opinions in approaching the disabled.
