Optical Text Recognition : Basic Procedures and Current State

Tools for processing handwritten symbols still did not enter in wide usage except in some specific cases such as hand-held computers. There are still problems with accuracy of such recognition. In the context of this scientific paper, some original solutions were described, and used to form model program for handwritten symbols recognition.
