State Building under Foreign Supervision: Intervention in Bosnia-Herzegovina 1996-2003
The book analyzes the international intervention in Bosnia-Herzegovina as of 1995 and the efforts at building a democratic, stable and economically viable state of Bosnia and Herzegovina. The analysis offers a model of the intervention which consists of three phases: the security building, the institution building, and the norm building. The book explains the dynamics of each phase, concluding that the norm building phase, which began in 2001, in ideal circumstances would entail a shift in responsibility for state building from the foreigners to the locals. In 2003, however, it remained to be seen whether the local political force would be willing and able to assume the full responsibility for the existence of the Bosnian state.
