European Union Research Agenda and Entreprenurial Universities: A Conceptual Framework for Understanding Knowledge-Based Economic Development

The paper examines the concept of an entrepreneurial university and readiness of a transition country to increase the cooperation among higher education, the government and industry. Next to the traditional education in the concept of an entrepreneurial university there has been the emphasis on the practical implementation of knowledge and the inclusion of a university into the economic development. The first part discusses the concept, origins and theoretical frameworks of an entrepreneurial university, the essential difference between the two modes and the reason for the interaction between a university and the industry within the EU. The Triple Helix Model has its opponents as well, as it is argued that it can threaten academic freedom and not leave sufficient space for the educational function. The second part of the paper analysed the results of the survey conducted among Croatian researchers. The third part presents the example of the developed countries and debates about its application in Croatia. The fourth part focuses on the commercialisation of the university intellectual property through the launch of a completely new business, typically called a “spin- off” companies originating from universities. Finally, the fifth part presents experiences of the convergence towards the best practices of the entrepreneurship from the point of view of the University of Rijeka.
