Banovina of Croatia was established in September 1939 as one autonomies part or province of Kingdom of Yugoslavia. Authorities of Banovina of Croatia had considerable autonomic jurisdiction in internal affairs, the economy, education, health and social policy. Central authorities in Zagreb were carried out different policy towards minority population, depending on whether if they are officially recognized or not. In such a diverse ethnic coloring population are especially highlights the position of two minority groups: Jews and Roma. Some scientists in the context of the historical analysis of the position of minorities in Europe point out Jews and Roma as "outsiders" and defining them as dispersed ethnic minorities, which differ from the others minorities because they are constantly persecuted. These minorities groups often in history were perceived as other, foreign and non domestic population of some European countries.The period between the two World Wars and World War II was marked, perhaps, the greatest persecution of these two groups in their history, and state leader of these persecutions were the German Nazi authorities. Precisely for this reason, in this paper, the analysis will focus on how the central government in Zagreb perceived and consequently related to members of these minority groups. One part of the paper will include analyzing the question of comparing the position of the Jewish and Roma minorities in other province of the Kingdom of Yugoslavia and some European countries. For this research it will be used archival sources from the Croatian State Archives and other Croatian archives and libraries, and the relevant literature.
