Prospects Of Croatian regions In western Balkan territorial cooperation

Cross-border cooperation (CBC) programmes are part of European Union (EU) regional policy aiming at territorial cohesion. Croatia participates in 6 bilateral CBC programmes and in 2 transnational programmes. Through implementation of joint projects, new opportunities arise to re-establish social and economic links between border regions affected by the 1990’s war in former Yugoslavia. The CBC institutional set-up creates an environment in which mutual and multiple relations with neighbouring countries can bring developmental benefits. Besides institution- building advantages, there are also aspects that create positive impacts on the partnering countries such as participatory approaches and new funding opportunities. Accession countries, such as Croatia, have to build institutional structures that comply with complex EU rules and prove the ability to implement them. CBC means to work along different national legal and institutional frameworks. An assessment of CBC results in Croatia covered by the Integrated Pre-accession Assistance (IPA) programme (2007-2013) will be presented. The extent up to which CBC can be seen as a good opportunity for capacity building in the Western Balkan regions is questioned. The analysis of the Croatian Vukovar-Srijem County experiences in CBC projects with partners from the neighbouring countries Serbia and Bosnia and Herzegovina will show that Croatia’s development prospects need to be viewed in a wider regional development context.
