Right of access to information and its limits in the Republic of Croatia
Current international developments, the recently adopted international and national documents, particularly with regard to laws on the right of access to information passed in Eastern Europe's new democracies, where these are indeed seen through the prism of a democratic sine qua non, testify to the fact that the right of access to information has become one of today's most important civil rights. In order to gain a comprehensive view on the concept of the right of access to information in the Republic of Croatia, it is necessary to analyze the genesis of its development, which can principally be divided into three stages, with its origin in the 1990 Constitution of the Republic of Croatia. The aim of this paper is to analyze the recent development of the right of access to information in Croatia, with an emphasis on identifying the issues in the interpretation and implementation of the relevant legal provisions and, accordingly, in the formation of certain proposals focused on addressing the identified issues.
