European trends and Croatian experiences with the social dialogue in times of the economic crisis
Although the principle of social dialogue represents part of the EU treaties and an important mechanism for forming and implementing its economic and social policies, competences of the EU in this area are limited. Therefore among member states on the national level there are great differences related to the ways of functioning and development of the social dialogue. Croatia which is soon becoming the EU member state has been strongly affected with the economic crisis. The country is faced with weakening of the social dialogue as an impact factor on forming public policies which is also evident in numerous crises affected EU member states. It is visible that standpoint of Croatian government and its social partners on the ways and concrete steps for exiting the crisis are divergent and that it is very hard to find common solutions acceptable to all partners through the social dialogue. The first part of this article will assess trends in the area of social dialogue on the level of the EU member states. The article’s second and third part will analyse intensity and quality of the social dialogue in Croatia in times of crisis.
