Mapping the Road for Successful Implementation of Energy Efficiency Policy - Case: Croatia
Energy efficiency is recognised as cost- effective and the most readily available tool for tackling climate change and ensuring secure energy supply. However, the desired effects in terms of achieved energy savings are still missing, despite huge efforts put in preparation of sound energy efficiency policies. There are number of reasons behind this policy failure and the most of them are universal and originate from lack of policy implementation mechanisms and capacities. Therefore, the mechanisms to enhance energy efficiency policy implementation need to be identified. The starting point in this process is to determine the baseline – current state of the play in all relevant parts of the society, i.e. to perform a situation analysis. The situation analysis was prepared for Croatia. It was based on semi-structured interviews with different stakeholder groups that are considered to be main pillars of implementing environment for energy efficiency policy: public institutions, business, civil society and media. Standardised questionnaires were prepared and adapted accordingly to each stakeholder group. No such in- depth analysis covering all these sectors and revealing real life problems through direct communication with stakeholders has been done up to date in Croatia - there are number of desktop studies performed by various consultants, but none of these studies provided the insight in way of thinking and acting related to energy efficiency among the different stakeholders. Nor, such studies have ever offered tailor-made solutions that respect all national circumstances. Within every stakeholder group the capacities, competences and infrastructure at the disposal for policy implementation were analysed. Special attention was given to the cooperation and coordination of activities within and between different stakeholder groups - their interactions and ways to enhance cooperation for the benefit of full policy uptake were analysed. The analysis results confirm that there is a need for collective actions of all pillars of the society to reach the energy efficiency goals. Governance that will mobilise and ensure cooperation between all stakeholders and that will provide the opportunity for every stakeholder to find their own interest in improving energy efficiency is the main prerequisite for successful energy efficiency policy implementation.
