Enhancing knowledge for Eastern Eeuropean decision-making

To explore and elaborate on problems of Eastern European decision-making, one must understand better technical and administrative issues and behavior of Eastern European governments and industries. A reasonable approach should include research, training and application that can assume the form of individual and group research. Specific research topics might include goal analysis, economic analysis, organizational analysis, planning analysis, political analysis, decision analysis, information analysis and design analysis to plan and evaluate knowledge acquisition methods. Suitability analyses should uncover potential problems affecting the suitability or utility of knowledge acquisition methods and can analyze steps to enhance knowledge acquisition performance. The overall program could be long-term but relatively country-independent, unless there are specific problems in a given country not previously duplicated. Improvements in performance of evolving knowledge methods would also benefit knowledge acquisition in subsequent countries. Utilizing results of research projects, one can develop knowledge methods and knowledge bases of critical issues and solutions as well as improve the transfer of knowledge. These research projects can develop the essential knowledge and knowledge base configuration and access methods required to articulate and assess Eastern European problem issues and their solutions. Some of the integrated choice, decision support, organizational analysis and intelligent systems methods to be used are the: Integrated Choice System (ICS), Metagame Integrated Choice System (MICS), other Decision Support Systems (DSS) and Group Decision Support Systems (GDSS), Organizational Analysis Methods (OAM), Intelligent Systems (IS) Methods, and other appropriate methods, capabilities, research and experiences in knowledge-base systems, geographical information systems, organizational analyses, national database systems, decision support and intelligent systems. These knowledge acquisition and analysis methods have previously been proven useful for developing management decision-making strategies, tactics and operations for specific government and industrial sectors in the United States and elsewhere. One could apply these evolving knowledge methods to urgent, high priority public issues facing Eastern European governments and industries at all levels. He can also apply his evolving knowledge methods to analyze and evaluate future cooperative efforts of Eastern European governments to achieve international agreements conducive to the protection of humanity and its environment.
