Managing sustainable infrastructure projects: the case of the waste water treatment plant Osijek

Managing sustainable development is a global issue but being applied at more local levels. Most often, sustainable development concerns infrastructure projects Balancing economic and environmental challenges of such project is a management challenge and a starting research question of this paper. Sewerage and waste water treatment are one of the most important scopes of sustainable infrastructure projects. In Croatia they have become a spotlight issue after becoming a full member state of the European Union. Currently, just around 40% of total population in Croatia has a connection to the sewerage system and only about 25% of incurred, i.e. 60% of collected communal waste water is being treated (www.dzs.hr). Because of that, this paper analysis methods of efficient management of sustainable infrastructure projects, with emphasis on financial and legal concerns, which even more complicate the complexity of technical and enironmental aspects of such projects. As an illustration of the analysis, a case study of the waste water treatment plant Osijek has been used. Results of the study bring into focus management strategy that would fulfill economic, social and environmental needs. As such, the study provides a groundwork for further fine-tuning of sustainable development management.
