COMPLIANCE WITH EUROPEAN UNION URBAN WASTE WATER TREATMENT DIRECTIVE IN CROATIA

In the implementation of the EU legislation on water management Croatia has to comply with the requirements of the Urban Waste Water Treatment (UWWT) Directive (91/271/EEC). Major requirements of this directive stipulate: • All urban agglomerations of more than 2000 person equivalents (PE) should have adequate waste water collection and treatment systems. • Urban agglomerations of more than 10000 PE, discharging their wastewater into sensitive areas, require more advanced waste water treatment systems with higher nitrogen and phosphorus removal rates. • Agro-food industries with a waste water load equivalent to 4000 PE or more, that are not connected to urban waste water systems, require adequate waste water treatment. The urban waste water treatment directive differentiates the quality standards and requirements for the discharge of effluent for different recipients, e.g. protected surface waters, groundwater or sensitive areas, and adequate sludge disposal. The preparation of a waste water management master plan for Croatia, targeting at compliance with the requirements of the UWWT Directive. The master plan entails the development of waste water collection and treatment systems in the urbanised agglomerations of more than 2000 PE. About 185 agglomerations have been identified, with a total population of about 3.3 million, 70 % of the total population of Croatia. Proposed the locations of the agglomerations, he existing situation as to water supply, waste water collection, treatment and discharge in these agglomerations, has been inventoried and reported through GIS. After selection of the urban agglomerations outline designs for waste water collection and treatment systems, including upgrading of the existing systems, have been prepared, including preliminary investment cost estimates. The outline designs and cost estimates are described in the master plan for waste water management, which is the basis document for realisation of adequate systems for collection and treatment of urban and industrial waste water in compliance with the EU urban waste water treatment directive. The master plan includes a time schedule for implementation of the plan on the basis of optimum cost effectiveness, which implies thathe lowest costs, and (ii) the mitigation of the most serious water pollution problems. In the master plan specific attention is given to: • Development of appropriate waste water treatment systems for small agglomerations with simple operation and low costst priority is given to the projects that result in: (i) the largest volume of treated waste water at Waste water treatment systems for tourist areas with large seasonal fluctuations of the waste water load. • Minimisation of the costs of sludge treatment and disposal.
