Evaluation of Development Partnership Scenarios of the Port of Rijeka Using Multi-Actor Multi- Criteria Analysis

The aim of this paper is to evaluate development partnership scenarios of the Port of Rijeka using the Multi-Actor Multi-Criteria Analysis. Previous authors research have indicated a number of effects and criteria that public - private partnerships can achieve in order to ensure sustainable port development and consequently the development of local community. However, implementation of partnership in seaports in the Republic of Croatia is still poor as a major obstacle to enhanced implementation is unresolved issues of investment in the maritime domain. The authors use Multi-Actor Multi-Criteria Analysis as a tool for evaluate port development using the tripartite structure: scenarios, criteria and stakeholders. The authors have defined three possible scenarios of port development according to the degree of private investor’s involvement (status quo, minimal participation and maximal participation of private sector), measured by the relevant criteria for the evaluation of public-private partnerships (economical-financial, organizational, technical-technological, social criteria, and the criteria aiming at harmonizing with the policies of the European Union) from relevant stakeholder point of view (public interest, private interest and the interest of the wider community). The research results show that the best evaluated scenario is maximal participation of private sector. It has positive influence on port development from economic and technological side, directly contributes to the different stakeholders interests, and on the long term contributes to the local community development.
