Humanitarian Supply Chain Management: A Theoretical Review
Driven by unpredictable events, international humanitarian supply chains are challenging, requiring a planned approach in order to respond to disasters affecting communities. Therefore, the emphasis is put on the role of partnerships and the importance of collaboration as well as coordinated functions. In contrast to commercial supply chains, the end user or consumer of aid in humanitarian supply chains is dependent on donors’ support and activities. This paper presents the results of a literature review in the field of humanitarian supply chains. The main aim of the paper is to examine some key issues in humanitarian supply chains and to determine a framework for its analysis. In that context, the concept and main characteristics of humanitarian supply chains will be analysed. Furthermore, differences between commercial and humanitarian supply chains will be underlined. As part of their corporate social responsibility programmes, some companies develop close relationships with the humanitarian organizations. Through case study method two major partnerships with the humanitarian sector will be discussed. These partnerships benefit from cross-sector learning thus allowing all parties involved to better manage their relations. Finally, the paper will help broaden understanding of humanitarian supply chains and can be useful to private/public companies interested in getting involved with humanitarian organizations but also to associations, governments and individuals willing to support humanitarian activities.
