Landscape Vulnerability Assessment as a Method for the Strategic Environmental Assessment of Spatial Plans

This paper presents a methodological approach in implementation of Landscape Vulnerability Assessment as a tool for the Strategic Environmental Assessment (SEA), which intention is to optimize decision making and to ensure that impacts of certain plans are identified and addressed during their preparation. Optimization of the development is possible in two basic ways, whether that the adequate technology is used or with allocating the development activity on a location where the impacts on the environment would be lower. Environmental assessments of the projects whose spatial locations have already been defined are in fact technological assessments and there can only affect technological solutions of the project. Since development locations are defined in spatial plans, it means that environmental impacts concerning selection of project’s spatial location could be minimized with adequate instruments only within SEA. The inclusion of protective aspects in spatial or urban planning process can be done with application of landscape vulnerability assessment, which along with development capabilities assessment, should direct planning process towards more sustainable spatial plans. Thereof more quality decision making about spatial allocation of an activity or an intervention would be ensued. Simultaneous incorporation of the protective and the development goals in planning process, before a spatial decision making, surely can contribute to the fact that environmental protection, i.e. strategic environmental impact assessment is an important factor that lead to more sustainable spatial development.
