The Croatian island development policy - an ex-post evaluation

Development policy for the Croatian islands was introduced in the late 1990s. It was designed as a top down policy with bottom up elements. The policy approach, main goals and measures were defined by the National Island Development Program (NIDP) passed by the Croatian Parliament in 1997. The Island Act which specified the measures and obligations of the state policy body for islands was passed in 1999. Sustainable Island Development programs (SIDP) prescribed by the Law for 26 particular islands and island groups were commisioned in 2003. They were accomplished in 2006. The Ministry in charge for island development started implementing island development measures already in mid 1990s. By 2006 they had policy documentation completed and 200 – 250 mil HRK earmarked in the national budget for the island development every year. The paper deals with ex post evaluation of the island development policy and focuses on internal consistency of policy documentation and legislation and measures that have been actually implemented in the period from late 1990s till nowdays. As the theory of change have been stated in the NIDP without previous institutional analysis an inquiry into the institutional capacity of the ministry in charge and other state bodies relevant for island development is made. It is found that the ministry has been only partially capacitated for the implementation of the NIDP and the Island Act and that necessary horizontal coordination between the relevant state bodies has never been established. Vertical coordination between various state bodies and island municipalities and towns has never been established either. Institutional capacity appeares particularly low in monitoring and evaluation. As virtually no monitoring has ever been performed, effects of policy measures performed by the ministry have remained unknown for nearly two decades. The analysis is thus focused on effects of selected measures on development of Croatian islands. Appropriate methods of evaluation are discussed and used. In the remainder proposal for improvement of island development policy is put forward.
