Perspectives for regional development - regeneration challenges in war affected areas (Vukovar, Croatia)

In this paper authors will explore possibilities for redevelopment of Borovo site, located in Vukovar, in northern-eastern part of Croatia. Literature review, desk research and other adequate research-scientific methods, tools and analyses will be used to answer the question on optimal future use of the site. Vukovar is located in Vukovar-Sirmium County which according to the composite development index registered 33, 4% from national average in 2010, while in 2013 the index dropped to 18, 7 % of the national average. These figures put the county in the first category, below 75% of national average and at the bottom of the development index list, meaning that this region is coping with severe developmental problems and it needs specifically tailored measures to address economic recovery and social deprivation. Currently the Town of Vukovar has a low regional importance, mainly due to: • the war consequences (damages estimated to more than 600 million EUR), • reconstruction process that is still taking place (majority of firms have undergone liquidation processes or they are in the process of privatization) ; • the centralized power concentrated in big city centres (administrative headquarters of the Vukovar-Sirmium County is in the town of Vinkovci, while Vukovar is the second largest town in the county). Current socio-economic situation in Vukovar and wider area is unfavourable with small number of „healthy” firms, however with the limited number of new jobs, the currently present deficit of free construction parcels mainly due to unsolved property-legal rights and lack of free zones, business facilities and highly qualified labour. This calls for opening of new firms and a proactive investment policy. A great part of urban development efforts were made through the Town of Vukovar, that has had a significant role in reconstruction and development of Vukovar, with financial support from the Fund for reconstruction and development of Vukovar (Fund). The Fund supported various development activities such as adoption of spatial planning documents, elaboration of digital maps and update of cadastre and land books, establishment of development agency Vukovar (VURA) and establishment of Entrepreneurship zone Priljevo and Business zone. Town of Vukovar has adopted the Program of overall development of the Town of Vukovar (three interest groups were identified and involved in elaboration of the Programme) and the Strategy of reconstruction and development of Vukovar until 2020. Towns evolve through time. They usually bear historical evidence of life, events and quality of living during centuries. Vukovar is one of Croatian towns with very long and rich history. It is a witness of the European industrial culture and exemplary town planning practice (Mumford, 1938 ; Gibberd, 1967 ; Marshall, 2009). Establishment of one factory unit, at the beginning of 30ties, in 20th century, has had a long-lasting impact not only on the economy but on overall development of the town. Vicinity of the Danube river and good transport connections were key conditions to set up a complex for production of leather and rubber footwear, rubber-technical goods, automobile and bicycle tires. Bata, founder of the company set up a modern organization of production, sale and supply. In parallel with an industrial boom, the neighbourhood around the factory („Borovo naselje“), with all necessary infrastructure – housing, social, working, education, re- creative and other functionalities, evolved creating a small, almost fully independent settlement (except for administration that remained in the town centre). During almost 60 years factory recorded a continuous growth, until 1991 when the majority of the factory was devastated during the war, causing closure of the firm. After fall of industry, along with various negative environmental and socio-economic effects, Borovo today is mainly a brownfield site (direct damage is estimated to 250 million EUR, only small production unit still operates). It needs a coherent urban revitalisation action, with clearly defined spatial (and other) functionalities of the site (Lincoln Institute of Land Policy, 2004 ; Dixon et al., 2007). Successful revitalisation of the Borovo site has to be observed through a wider context, taking into consideration potentials of the environment in which newly established entities will operate. In that respect, there are two relevant perspectives that should be emphasised: - International/national/regional perspective: • Vukovar is in the centre of macro region of central and south-east Europe • Vukovar has a link to Adriatic micro region and regions of North and West Europe • Location of Vukovar is unique in terms of transport position on Danube, vicinity of the biggest railway node of wider region (in Vinkovci), road and railway corridors X &Vc, pipeline Rijeka-Sisak-Novi Sad and airport Klisa • Drafted construction plan of multifunctional canal Dunav-Sava • Tourism potentials with an emphasis on elite hunting tourism, cuisine, wine region and rich heritage • EU Strategy of Danube region that recognizes the importance of this area - Spatial perspective:  It is acknowledged that there exists urban town culture that is harmonised with orientation towards modern technologies  There is a strong identification of town as “The Town on Danube with rich cultural heritage and high transport importance.”  Long-term philosophy of conservation of space and development of those entities that contribute to improvement of overall quality of life in town and in wider environment. Bearing in mind all previously mentioned, in the context of future developmental options the Borovo site has a great regeneration potential for development, not only on local but on regional scale as well. Paper will conclude with possible scenarios for development of the site, regarding current, primarily local, and other opportunities and constraints.
