For more than 20 years , in Croatia is present public discourse on the need for Civic Education in schools, , as almost all the countries in the region, in some form of education for human rights and democracy, integrated into their educational systems, as well as immediate and necessary response to the challenges of transition and legacy of the conflict in the former Yugoslavia. There were carried out studies that have shown that pupils and students in Croatia don’t have basic knowledge nor developed views on democracy, and that it is necessary to introduce education to build a democratic political culture. Although the process of developing educational curriculum for human rights and democracy, lasted for nearly 20 years, Croatian society yet has not given to its young people the tools and knowledge for the development of a democratic culture. The subject named Civic Education was to be introduced in schools in the year 2014/15 , but after the recent sudden changes of the Minister of Education, everything is cancelled, . The situation is similar with the introduction of health education in schools, around which in the past year raised a big hullabaloo, and in opposition to the introduction of the subject leads the Catholic Church. The introduction of civic and health education, should enable the final step out of an education structured by conservative forces who were in power after Croatian independence, and which are still powerful in stopping and preventing a change toward democracy and freedom, because they build their power on the political and democratic illiteracy, and Croatian society, still has not ensured conditions for democratic emancipation of its citizens.
