Application of the bio-refinery concept in sugar industry: the case of sugar industry in Croatia

Excess of sugar in Europe exists, despite the fact that there was a drastic decrease in the number of sugar factories in Europe in the last 15 years. That excess of sugar is partially caused by lower consumption of sugar because of economic crises and the reform of the sugar market regime from 2006, because of which the EU has become a net importer of mainly cane sugar for refining from the African, Caribbean and Pacific states and Least Developed Countries which benefit from quota-free, duty free access to European Market. The main reason the sugar market regime reform from 2006 occurred was 36% cut in the reference sugar price (from €631.9/ton 2006/2007 to €404.4/ton 2009/2010) by the mechanism of reduction in quota sugar production for 6 million tons in 2006, which leaves remaining sugar quota production of approximately 13.3 million tons, and by the removal of the intervention mechanism that guaranteed a minimum sugar price. Earlier mentioned measures were taken to encourage less competitive sugar producers to leave the industry or to invest in efficiency of their facilities. Due to the reduction in production of white sugar from sugar beet, efforts have been made to find new ways of using sugar beet outside food industry. Sugar beet cultivated area and yields have fallen due to the 2006 sugar regime reform and there is uncertainty about the future for the sugar beet farmers. On the other hand, European Union imports both bioethanol and the raw material needed to produce it. So, despite the fact that sugar demand has been decreased, there is a space for the growth of sugar beet as a raw material for biorefinery, in which we can produce bioethanol (mainly used in transport sector) or biogas (used for production of electrical energy). Nowadays, about 30% of bioethanol in Europe is produced from sugar beet. Using sugar beet as a raw material for biorefinery can reduce greenhouse gases emissions, decrease dependence on import (electrical energy or natural gas) and create new jobs. In this paper, we are searching for new ways to make non-profitable sugar factories profitable or to increase income of profitable sugar factories by biogas and bioethanol coproduction in them. Capital investment is made into new equipment for biogas and bioethanol coproduction (biorefinery) with sugar. Input in sugar factory with biorefinery is sugar beet and possible output products are white sugar, bioethanol and biogas, and other coproducts incurred in production chain, which also have some market value. By changing quantities of produced sugar and other products from limited quantity of sugar beet, we are suggesting a way to maximize profit, thereby taking into account the conditions prevailing on the market.
