The FosterREG project aims at enhancing public capacity at local, regional, national and European levels to plan, finance and manage integrated urban regeneration for sustainable energy uptake, through capacity building, promotion and articulation of effective multilevel coordination. This document, deliverable D2.1 “Energy Efficiency in Urban regeneration framework Report”, is related to Work Package 2 “Framework Design”. This document analyses existing policies, regulation framework, planning, management and financial mechanisms in each of the national clusters of FosterREG participating countries (Spain, Netherland and Croatia) at European, national, regional and local levels related to how energy efficiency is integrated in urban regeneration plans. This document will serve to identify the barriers and set the basis for the achievement of solutions to develop joint strategies for the planning, financing and implementation of energy efficiency measures in urban regeneration plans. Based on the analysis performed, integration of energy efficiency in urban regeneration plans is evaluated, as well as multilevel coordination in each of the participating countries.
