Enterprise Websites Usage in the European Union - Outlook to the Western Balkans Countries

The goal of the paper is to investigate to what extent the e-commerce usage and the development of the ICT infrastructure influence an enterprise’s decision to establish its own website. A special attention is given to the seven Western Balkans (WB) countries. The paper analyses data for 2015 extracted from the Eurostat databases. The following statistical methods were used: profile diagrams, a multiple regression analysis and a hierarchical cluster analysis. The profile diagrams have revealed that Slovenia has the highest ICT development level among the observed WB countries which are the European Union member states whereas Serbia has the highest ICT development level among the observed WB countries which are not the European Union member states. The multiple regression model has revealed that the decision on the establishment of an enterprise website is influenced by the e-commerce activity indicated by the activity of purchasing via computer- mediated networks, and by the level of the ICT infrastructure development indicated by the speed and the type of Internet connection. The conducted hierarchical cluster analyses have confirmed that the selected WB countries which are the EU member states do not necessarily have a higher ICT development level than the selected WB countries which are not the EU member states. The main limitation is that only ICT-related variables were included in the analysis. In order to ensure a better understanding of the problem and the development of website use in enterprises, other variables such as the level of education of employees and the level of the economic development of a country should also be included in future research.
