A small country for a great drain: Can Migration and Asylum policy remedy the situation?
Transit of people in the current refugee and migration flows that have marked the year 2015 and the first quarter of 2016 in the Balkan route have brought a number of humanitarian, social, political, economic, cultural and security challenges. Over 660, 000 refugees and other forced migrants passed through Croatia alone. Although Croatia enabled their instantaneous acceptance and organized further transit, the question is whether it will manage the organization of accommodation and integration of refugees and asylum seekers who are planning to be located in Croatia through a quota system of resettlement and relocation as well as possible readmission and return in the same efficient way. The paper reviews the social, demographic and spatial potential/capacity of accommodation and integration of this population, as well as of the population that has already been approved some sort of protection in Croatia. By analyzing the strategic documents in the field of migration, asylum and integration (Migration Policy, Action Plan on Integration, Resettlement and Relocation Operational Plan) one seeks to perceive potential long-term effects of these policies and measures on demographic and regional development of Croatia. Besides extremely negative demographic trends (natural decrease and emigration), the authors point to the necessity to rely on the deliberately designed pro-immigrant measures in the planning of a balanced demographic and spatial development. In doing so, the analysis of the socio-cultural dimension of integration processes is confirmed as a necessary precondition for devising models of immigrants’ functional involvement in society. The authors conclude that without a well-designed, systematic, cohesive and comprehensive national strategy in the areas of social, economic, demographic and spatial development it can not be expected that immigration itself will necessarily have a positive impact on the economic and socio-demographic picture of Croatia.
