Analysis of the situation and recommendations for improving the management of waste textiles and footwear in the Republic of Croatia

Textile is one of the fastest growing types of waste and one of the most suitable types of waste for recycling. The most textile waste is generated in households and its share in solid municipal waste is hard to determine due to the fact it is changeable, which affects the analysis of status of textile waste in Croatia. The analysis of the current state in Croatia gives the information about the collected quantities of textile waste which are small compared to the EU, and it can be concluded that the rate of recovery of textile waste in Croatia is increasing, while the quantity of landfilled textile waste is declining. The greatest problem is the fact that the most frequent method of disposing of textile waste is landfilling, which should be the last course of action. By observing the order or priority of waste management, laid down by the Waste Framework Directive and in accordance with the Europa 2020 development strategy, with the introduction of circular economy, an economic model providing for sustainable resource management and extending the useful life of material and products in the system, landfilling of large quantities can be prevented and its use improved. This implies the measures taken before a substance, material or product becomes waste, including reuse of a product or extension of its useful life and reducing waste generation to the lowest possible. The proposed recommendations and measures for a better and more functional waste textile and footwear management system pertain to fostering sustainable activities and new business opportunities through various financing programmes in the textile sector, by informing the public through the media and education in workshops, aimed at building the awareness of the methods of handling textile waste, encouraging ecological design, exchange and reuse of used textile products, defining the goals for reuse and recycling of textiles through amendments to legal and subordinate regulations, and establishing the system of separate collection of textile waste at source, with a view to increasing the level of high- quality recycling.
