Hrvatska namjerava preuzeti polovicu radioaktivnog otpada iz Nuklearne elektrane Krško

Croatian government has recently adopted a report on radiological and nuclear safety which finally clarifies that Croatia prefers to take its share of radioactive waste (RW) from the Nuclear power plant (NPP) Krško and manage it in Croatia rather than in the Slovenian repository. The choice is motivated mainly by the benefits to Croatian economy. Realization of this intent depends on the National RW Management Program, though not only on its provisions drafted in January 2014, but also on the process of its adoption (not yet completed), including the public debate (no information to public in 8 months after it ended). According to the bilateral Slovenian-Croatian Agreement on the NPP, the accumulated RW should be removed from the NPP, one half by each side, between 2023 and 2025, if no joint solution for disposal is agreed upon before that. However, according to the Joint Convention on Spent Fuel and RW, export to Croatia can be approved only if Slovenia is convinced that Croatia has adequate management capacities. Draft of the Croatian RW Program envisages establishment of RW storage in Čerkezovac, a military facility to be released to civilian usage, in the municipality of Dvor. The Program timetable assumes that import of RW from Slovenia will start at the beginning of 2023, although the operating license for its storage is expected only later in the year. Siting of the repository for this RW is barely mentioned in the Program, with no commitment to select the site before Slovenia approves RW export. During public debate, the public had no access to the proposed storage site, nor were any photographs of the military facility available, which could hardly be an example of a transparent RW management campaign. The local community was strongly opposed to any RW facilities. If, despite all that, Croatian government adopts such Program, it still remains to be seen whether Slovenia will allow the export of RW to Croatia.
