Today, as a result of overall environmental protection concerns clear and unambiguous planning criteria calling for a clearer understanding and evaluation of cultural heritage preservation within a physical and spatial planning process are needed. Many existing methodologies have to be discarded or corrected so that the plans can serve the new objectives for preserving the inherited and unique cultural values of a certain region. Most of the “Cultural Heritage Conservation, Preservation or Protection” studies prepared for the physical plan deal only with values of a certain immovable and/or movable cultural heritage. These “items” are stated in plans, and their status described through planning ordinances - and the JOB IS DONE. This is OK for the cultural heritage that is of a public property, but what happens if an old building in a historic town is privately owned by an elderly people who hardly live the end of their life. Many of the planners would say: well, that is not our problem. But yes, that is a problem, because the planning ordinances for Cultural Property Conservation/Preservation are not equal for all. For some years, the City of Zagreb has been implementing so called Monument Rent, a tax per m2 which is paid by all business that has offices within a historic City zones. The collected money is then used for actions needed over all cultural property within the Historic City Limits. Many of the cities (not only in Croatia but from the neighboring region) implemented the similar measures. Have they obtained some results, what are the problems and possible changes in that, this is what this paper will try to focus the research seeking for results.
