Harmonization of Croatian Building Regulations With European Union Regulations

The process of quality management involves everyone who participates in construction because of their equal contribution to the final quality of the construction work. Due to the project management it is possible to achieve total required quality. It is important to get every participant organized in a way to ensure all the requirements to be met and to have satisfactory work quality. Through efficient procedures, everyone controls himself and can later guarantee other participants that every activity has been performed as required by investor. Council Directive of 21st December 1988, on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products (89/106/EEC) is the basis for the harmonization of building regulations within the European Union. The Directive contains all the requirements needed to achieve quality construction work through the harmonization of standards' application and by defining technical approvals, essential requirements, conformity certificate and authorization of supervising bodies. The basic documents given in the Chapter IV of the Directive define in detail all the essential requirements. They refer to all construction works and member states of the European Union have to act accordingly. They refer to: mechanical resistance and stability ; safety in case of fire ; hygiene, health and environment protection ; safety in use ; noise protection ; energy efficiency and heat retention. These essential requirements are obligatory also in the Croatian Law on Construction. According to this Law, the construction project has to meet the essential requirements within anticipated life-time provided that it has been maintained on a regular basis. The process of certifying quality management systems in construction firms in Croatia, which has been initiated to meet the standards of ISO 9000 series, as well as the authorization of testing laboratories according to standards HRN EN ISO/IEC 17025 and HRN EN 45011, enables meeting of the essential requirements for construction works as regulated by the Law on Construction. The standards of ISO 9000 series, stimulate the adoption of a process approach in the development, implementation and improvement of the quality management systems.
