Experience based identification model for mass disasters
From september 1995 to 1 March 2001, out of 3197 exhumed war victims in Croatia 2552 or 89.8% were positively identified. We can therefore recommend our experience-based identification model to be applied in similar cases of mass disasters: make a detail list of missing persons ; collest substantial antemortem data ; locate graves ; carry out professionally assisted exhumation of post-mortem remains ; engage a multidisciplinary team of identification experts aimed at determing as much as possible elements for identification ; establish provisional identification, or comapare antemortem data with forensic expert findings ; confirm the identity in the presence of relatives ; in cases identification is not established by use of standard forensic identification methods, perform DNA testing.
