Abstract:
The paper analyses the regulation of the universality principle in Croatian legislation. By exercising universal jurisdiction, states can eliminate safe havens and, thus, contribute to the fight against impunity and the idea of global justice. However, universal jurisdiction can easily be missused and create significant political difficulties. Although the author focuses on Croatia, she concludes by providing some general guidelines that should be followed at the international level.
