The Applications and Services could, during the communication, require different level of QoS. The variable requirements have to be negotiated between the end system and the network, every time when the user or the network changes the demands on QoS. The general architecture model is proposed to achieve the formal necessarily set of system components and functions required to efficiently serve variable QoS requirements. The QoS parameters are specified from the different system levels and also the parameters mapping is briefly described. The proposed formal specification is the base for further implementation of different network and end system QoS components.
