To be able to access the EU, Croatia must align its national laws, rules and procedures to the acquis communautaire in the upcoming years. The Implantation plan aims to support the swift implementation of the EU Directive 2003/35/EC on public participation in environmental decision making in Croatia, or at least of those parts that have not yet been implemented. As Croatia ratified the Arhus Convention in December 2006, an important step in this respect has been taken, but work remains to be done. This plan describes goals, measures and actions, as well as an overview of costs. It should assist Croatian decision makers in moving towards full compliance and implementation with related EU requirements. This implementation plan consists of three main parts: (i) An introduction to the EU Directive 2003/35/EC and an overview of relevant Croatian legislation ; (ii) The current status of the transposition of the EU Directive 2003/35/EC in Croatian laws and regulation, and an overview of relevant stakeholders ; (iii) The implementation plan. This last part is based on a SWOT analysis and identification of priorities, definition of objectives, measures and actions for decision makers, as well as the costs of the activities.
