E-government training for public sector employees
Most developing countries seek to transform their society into an information society, which includes, among other, use of public and governmental services through a unique e- government concept. To implement this concept there are some assumptions that should be fulfilled. First, a developed technical infrastructure has to be established. Second, legal and organizational framework has to be developed and implemented. Third, the most important and hardest to fulfill, employees of the public sector, that provide services in a new way, have to be educated and trained for working in e-environment. Transformation of the public administration from bureaucratic to modern and citizen oriented requires significant effort which can’t be successful without sufficient knowledge and skills in many interrelated areas (including organization, management, law, information systems and technology) for employees with different profiles, on different organizational levels. This paper is describing a possible way how to develop, organize, carry out and evaluate an e- government training program that covers areas which are constantly deficient in the public administration.
