Sažetak:
Image processing is getting more common in traffic monitoring systems. In order to automate the process of license plate recognition it is necessary to do some preprocessing actions on input data. In this case input data is an image containing vehicle as observing object. Eliminating unnecessary data from image is the main problem considered in this paper. Several methods are performed to obtain binary image with minimum of unnecessary data. These methods are explained in this paper and implemented in C# programming language. The result is an isolated license plate region ready for optical character recognition, after which is possible to get textual form of license plate characters. Tests have shown that unpredictability of input image can cause some faults, but in most of cases the proposed algorithm recognizes license plate correctly.
