Understanding the nature of innovative work behavior in the public sector: Conceptualizing a static and dynamic role of job design
This conceptual paper addresses the issue of employee innovativeness in the public sector with the aim of exploring and developing a research framework that will explain the complex nature of the innovation process at the individual level. Specifically, we propose that the innovative work behavior (IWB) of public- sector employees may be enhanced by redesigning their jobs. Drawing on an interactionist perspective, we develop 19 propositions around interrelated antecedents of IWB related to context-specific work characteristics, unit- level characteristics, and personal resources. Furthermore, our theorizing accounts for both a static and a dynamic view of the relationship between job design and IWB, assuming a causal reciprocity between work characteristics and personal characteristics, and a potential impact of job design interventions (top-down, job crafting, i-deals) over time. We discuss theoretical, methodological and practical implications of our research, which offers a broad and straightforward framework for future research endeavors related to public-sector employees' innovativeness.
