Certain Socio-Political Circumstances Which May Effect East-West European Migration (With the Case of Croatia)

In the introductory part of the paper the authors state that the post- war transeuropean migration had twobasic currants and in this respect two basic aspects: economic migration in a South-North direction and political migration in a East-West direction. Today, however, after the collapse of the “real socialist” socio-economic system, East European societies are no longer faced only with a need to implement reforms, but with a need for radical trasformation, first of all in relation to the privatisation of their state-owned structures, and then also in relation to technological restructuring. Due to economic backwardness and high rates of under- employment East Europe had a high emigration potential. The authors devote more attention to the political changes initiated by the democratic revolutions in East Europe and to their inherent contradictions. They emphasise social handicaps which hinder the establishment of democratic civil societies in the East. They further attempt to analyze why (West) Europe has had difficulties and has been slow in coming to an understanding of the social processes in the eastern part of the continent, which they see as the result of a biased viewpoint based on West Europe’s own experience and perspective. It was necessary to differentiate national liberation impulses from national hegemonistic and enslaving impulses in East European nationalism. In this context the authors distinguish the Croatian and Serbian national movements in the case of Croatia. They illustrate their thesis by describing the genesis of the Great-Serbian (so-called) “antibureaucratic revolution”. At the end of the paper the authors present their basic findings and conclusions in a series of concise points. They conclude that even optimistic scenarios of the East European developmental perspective must take into account the fact that by a calming of the social ground after the current tectonic disturbances shall take some time, and in this period many East Europeans shall wish to emigrate to the western parts of the continent. In especially acute conflicts which may result in wars (as was the case in Croatia) it is very likely that there will be mass refugee flows. If the peoples of East Europe, i.e. those that wish so, do not attain their state sovereignties and independence, and if the rights of national minorities shall not be secured, (West) Europeans may expect a rising tide of refugees and asylum seekers.
