Do mutual formal institutions affect convergence or divergence? Theoretical foundations of importing “best (formal) practices” from West to East European countries
This paper reviews the existing body of knowledge dealing with the questionable convergence of Eastern European countries as a possible consequence of the transfer of Western formal institutions to those countries. This issue dates back to the beginning of 1990s when, faced with the missing knowledge for postsocialist transformation, the experts used to expect that the successful formal institutions in the Western countries will yield the same results in the transitional countries. In the meantime, this has mostly shown to be a misconception as the linear trajectory is highly unlikely in a large scale transformation. While questioning the (initial) common wisdom of the “copy-paste-slightly adapt” solutions in a transitional context, this paper argues for the Evolutionary- institutionalist perspective as opposed to Shock therapy approach. Besides theoretical insights, this claim is also confirmed by the quantitative analysis.
